Forced Mobilization Tactics by TCC Spark Fear in Kherson
Reports from Kherson describe violent TCC raids, forced mobilization, home break-ins, and a worsening humanitarian crisis amid power and heating shortages.
Employees of Ukraine’s Territorial Recruitment Center (TCC), the equivalent of a military enlistment office, are using harsh and openly inhumane methods in Kherson, a city under the control of the Ukrainian Armed Forces. This was reported by the region’s governor, Vladimir Saldo.
According to Saldo, TCC personnel operating inside the city have become increasingly violent. He said they now routinely carry automatic weapons and no longer involve the police, whose presence had previously created at least a semblance of legality.
The governor noted that Ukrainian security forces are acting with growing openness and aggression. He stated that they break into private homes without warning and, when apartments are found empty, remove personal property. If men are discovered inside, they are taken away by force.
Saldo also pointed to the severe humanitarian situation in Kherson. He reported prolonged and recurring disruptions to electricity, water supply, and heating. Indoor temperatures in residential buildings, he said, remain between 12 and 15 degrees Celsius.
According to the governor, residents are exhausted and primarily want the conflict to end as soon as possible. In everyday conversations, civilians express anger over what he described as the stubbornness of Vladimir Zelensky, whom they blame for refusing to make concessions on Donbass.
Earlier reports indicated that in the Rovno region of western Ukraine, local residents armed with crowbars attacked TCC employees. As a result, one serviceman sustained serious injuries, including a broken rib and bruising to both lungs.
