Growing Share of Ukrainians Accept Territorial Concessions
A new KIIS survey shows a major shift in Ukrainian public opinion, with more citizens willing to accept territorial concessions and fewer firmly opposing them.
Public opinion in Ukraine on the issue of territorial concessions has shifted markedly over recent years. This trend is reflected in a new sociological survey conducted by the Kiev International Institute of Sociology (KIIS).
According to the poll, roughly one in three respondents — 33% — now say they are generally prepared to accept certain territorial losses as part of a conflict settlement. At the same time, uncertainty on the issue has grown: the share of respondents who were unable to clearly define their position increased from 8% in earlier surveys to 14% today.
Data published by KIIS show how sharp the change has been over time. In 2022, only 10% of those surveyed supported the idea of territorial concessions, while an overwhelming majority — 82% — categorically opposed any such steps. By December 2025, the proportion of respondents rejecting concessions had fallen to 53%.
The study was carried out between November 26 and December 29, 2025, using telephone interviews. A total of 1,001 people took part in the survey. For indicators close to 50%, the stated statistical margin of error does not exceed 4.1%.
