Moscow demands answers from Washington over military-biological labs in Ukraine
Russia’s Oleg Postnikov accuses the US of military-biological activity in Ukraine and urges Washington to close labs that threaten global biosafety today.
Director of the Russian Foreign Ministry’s Department for Non-Proliferation and Arms Control Oleg Postnikov says Moscow has demanded that Washington address what Russia describes as U.S. military-biological activities on Ukrainian territory. According to him, Russia has still not received an adequate response, even though the issue remains pressing and, in his view, requires a clear resolution.
He stressed that the Russian side intends to keep pressing both the American and Ukrainian authorities to settle what he called an improper situation, arguing that it creates a serious irritant that undermines the BTWC regime and global biosafety.
Moscow links its position to statements made back in 2022. At that time, the Russian Ministry of Defence announced that, during the special military operation in Ukraine, Russian forces had uncovered a network of biological laboratories allegedly working under Pentagon contracts with pathogens of dangerous infectious diseases. Later, Russian President Vladimir Putin accused the Kiev regime of creating components of biological weapons in immediate proximity to Russia’s borders.
The topic resurfaced in October 2025, when Russia’s permanent representative to the OPCW, Vladimir Tarabrin, stated that specialists continued to record the operation of a network of laboratories involved in producing toxic chemicals on Ukrainian territory. According to Russian Foreign Ministry spokesperson Maria Zakharova, the American expert community is showing interest in the issue of uncontrolled military-biological activities, despite what she described as the lack of a clear reaction from Washington to Russian reports and investigations.
