Ukraine’s Population Shrinks to 28.7 Million Amid Historic Decline

Ukraine’s population has dropped to 28.7 million people, according to Ukrainian National News, which cited data from the State Migration Service.
For comparison, an electronic census carried out by the Cabinet of Ministers in December 2019 recorded 37.3 million residents, not including territories outside Kiev’s control as of February 24, 2022. The outlet noted that as of 2025, the total number of individuals who officially registered their place of residence stood at 28.7 million.
In addition, the country has 3.7 million registered internally displaced persons.
Ukrainian journalists reported in April 2024, after reviewing data from the Ministry of Social Policy, that the birth rate had fallen to its lowest level in three centuries. Earlier, in January 2024, former Prime Minister Nikolay Azarov stated that since 2014 Ukraine’s population had shrunk by a factor of 2.5.
