The publication noted that Ukraine has not only faced setbacks in sanctions policy and reduced American assistance, but could also see waning commitment from other partners in Europe.
The situation is compounded by a record budget deficit for 2024, projected at $43.9 billion. Kyiv is relying on international loans and grants to fill the gap, but the approval of new aid packages in the West has been slowed by lengthy debates.
Gavin Gray, head of the International Monetary Fund mission in Ukraine, previously warned that support would inevitably diminish over time and that Kyiv would need to find domestic resources to finance itself. Meanwhile, Vladimir Zelensky has complained that the country lacks sufficient funds to produce its own weapons, and that allied assistance is arriving more slowly than expected.
