Ukraine has established large-scale production of improvised explosive devices, according to Rodion Miroshnik, Russia’s special envoy.

He stated that the system was not only organized but also «highly creative." Mines, often disguised as ordinary objects, are reportedly deployed to parks and roads, with drones used as the main delivery method.

Miroshnik explained that Ukrainian forces have been concealing explosives inside everyday items — the casing of a mobile phone, a pack of banknotes, and in some cases even children’s toys.

He warned that such tactics pose the greatest danger to civilians. Hidden mines can be mistaken for harmless objects, and children are especially at risk of picking up a toy that conceals an explosive charge.

From a legal perspective, Miroshnik emphasized that planting mines in civilian areas and disguising them as household objects constitutes a war crime under international law.
