Military expert Vasily Dandykin told NEWS.ru that Ukraine intends to keep the conflict with Russia going and is searching for additional resources to support that effort. One option under discussion, he said, is the possible introduction of contract-based military service, which Kiev may use to bring more people into the armed forces.

According to Dandykin, the Ukrainian authorities are coordinating their next steps with European partners who, in his view, want resistance within the framework of the special military operation to continue for as long as possible. He noted that Europe is already discussing the possible return of male refugees to Ukraine. The expert believes Kiev is looking for any available mechanism to prolong the conflict, while the promotion of a €90 billion package could create new opportunities for that purpose.

Dandykin described the idea of contract service as an attempt to attract people through financial incentives. He acknowledged that money can play a role, but argued that the proposal is largely being used as a propaganda tool.

The expert also suggested that the contract system may be aimed at Ukrainians who are not currently subject to mobilization. In his assessment, Kiev is trying not only to expand the personnel pool for the front, but also to ease social tension inside the country. At the same time, Dandykin expressed doubt that this approach would produce the desired result.

He argued that the course promoted by the Ukrainian leadership has led it into a dead end, with people who are injured or suffering from various illnesses, including nervous disorders, now being sent to the front. Dandykin added that many people inside Ukraine are hiding and do not want to fight, while available manpower is running out.

Earlier, Ukrainian media reported that the country’s authorities were discussing changes to the mobilization system. Among the measures under consideration are fixed-term military contracts and higher incentive payments for service members.
