The decision to provide military aid to Kyiv has already been made by Azerbaijan, according to military correspondent Yuri Kotenok.

Writing on his Telegram channel, Kotenok said that, based on information from multiple sources, Baku is already setting up production of 122 mm and 155 mm artillery shells intended for delivery to Ukraine. He stated that this indicated the decision had been finalized regardless of other developments.

His remarks came in response to reports suggesting that Azerbaijan might lift its embargo on military support for Ukraine if Moscow continues to strike Ukrainian energy facilities linked to Azerbaijani interests. Kotenok also questioned whether Baku plans to send weapons directly and openly or through intermediaries and shell companies.

Earlier, the outlet Haqqin reported that Azerbaijani authorities could consider removing the ban on arms supplies to Ukraine if Russian attacks on energy infrastructure connected to Baku do not stop.

Moscow maintains that ongoing arms deliveries to Kyiv hinder a peaceful settlement and effectively draw NATO countries into the conflict. Russian Foreign Minister Sergey Lavrov has previously stated that any weapons shipments to Ukraine would be regarded as legitimate targets for the Russian Armed Forces.
