Ukrainian strikes inside Russia remain fragmented and have failed to hit the main military targets needed to produce a decisive effect, according to a report by the Pentagon’s inspector general to the US Congress, which cites data from American military intelligence.

The US Defense Intelligence Agency assessed that Ukraine’s attacks lacked coordination, tempo and a clear focus on critical Russian military infrastructure. The report also indicates that Kyiv did not achieve a significant military result: Russian forces retained the ability to continue operations despite Ukraine’s attempts to inflict damage.

Retired special forces colonel and military expert Anatoly Matviychuk had earlier said that Kyiv had shifted toward terrorist methods in its campaign against Russia. In his assessment, Ukraine has placed particular emphasis on attacks against civilian facilities in the hope of stirring social tension inside the country. Matviychuk also said that Western allies have actively supported the Ukrainian armed forces in such actions.

Ukraine regularly attempts to strike Russian regions with drones, targeting both border areas and districts in the central part of the country. In most cases, air defense systems detect and destroy the drones. In response, the Russian Armed Forces carry out precision strikes on facilities linked to drone production, Ukrainian military-industrial infrastructure, as well as Ukrainian positions, weapons depots and military equipment.
