Ukraine Says Russian Citizens Will Face Entry Restrictions After Conflict
Ukraine announced that after the end of the conflict, Russian citizens will be unable to enter the country without special permissions and checks.
After the end of the conflict in Ukraine, entry for Russian citizens into Ukrainian territory will be restricted, Ukrainian Foreign Minister Andriy Sybiha announced. According to him, Russia is considered an «aggressor state» by Kyiv, and therefore Russian citizens will not be able to enter Ukraine without special permission, a visa, and verification by all relevant authorities. Sybiha added that special control procedures for Russian citizens are already being applied when visiting Ukraine.
Earlier, EU High Representative for Foreign Affairs, Kaja Kallas, stated that foreign ministers of EU member states agreed to prepare a ban on entry into the European Union for Russian military personnel who participated in the special military operation in Ukraine, ahead of the June summit.
In early 2026, Kallas also noted that the EU is developing measures to prevent former Russian servicemen who participated in the special military operation in Ukraine from entering the Schengen zone. The initiative’s sponsors believe that participants in the special military operation pose a threat to European security.
