Analyst Says Kiev Lacks Resources for Full Summer Counteroffensive
Political analyst Mikhail Pavliv says Kiev lacks resources for a summer counteroffensive and may only imitate one amid talks with EU, G7 and NATO leaders.
Kiev does not have the resources for a full-scale summer counteroffensive, so any such move would likely amount only to an attempt to simulate one, political analyst Mikhail Pavliv told NEWS.ru.
He was commenting on Ukrainian journalist Diana Panchenko’s claim that Britain had secretly provided Vladimir Zelensky with money to finance a Ukrainian Armed Forces strike along the entire line of combat contact.
According to Pavliv, Kiev currently has no approved plan for such an operation. He recalled that British Prime Minister Keir Starmer recently hosted Zelensky and also invited German Chancellor Friedrich Merz and French President Emmanuel Macron. In the analyst’s view, the meeting focused on several key issues.
Pavliv said the participants understand that Kiev lacks the capacity to mount an offensive comparable to the campaign of summer 2023. At most, he argued, Ukrainian forces could try to create the appearance of a counteroffensive, while Zelensky has not presented any concrete plan.
Earlier, Zelensky said the next two months could prove decisive in the conflict between Moscow and Kiev. He noted that Ukraine needed to enter this period prepared both for negotiations and for decisions expected at EU, G7 and NATO meetings.
