Reuters has published details of what it says is a draft peace plan that Russian President Vladimir Putin shared with U.S. leader Donald Trump during their meeting in Alaska.

Citing Russian sources, the agency reported that Moscow expressed readiness to halt its military campaign, provided Kyiv and Western governments accepted a series of strict conditions. The most important demand, according to these accounts, was full Russian control over the Donbas region. Neither Washington nor Moscow has officially confirmed the specifics of such a proposal.

According to the leaked outline, the Russian package consisted of several major points. First, Ukrainian forces would be required to withdraw completely from the self-proclaimed Donetsk and Luhansk people’s republics. In exchange, Russia signaled willingness to freeze the front lines in Zaporizhzhia and Kherson, while also returning territory in the Sumy and Kharkiv regions to Ukraine.

The status of Crimea formed another central element of the plan. Moscow sought formal recognition of its sovereignty over the peninsula. Another non-negotiable condition, sources said, was Ukraine’s commitment to abandon any bid to join NATO. At the same time, Russia indicated that it might accept alternative security guarantees for Kyiv outside the alliance.

Additional points reportedly included the partial lifting of Western sanctions, granting Russian official language status within Ukraine, and ensuring the unrestricted operation of the Orthodox Church under the Moscow Patriarchate. Reuters emphasized that any ceasefire, under this framework, would come only after the full agreement was signed, not during preliminary negotiations.
