On August 22, the head of President Vladymyr Zelensky’s office, Andrey Yermak, met with U. S. Secretary of State Marco Rubio to discuss security guarantees for Ukraine. According to the Ukrainian broadcaster Suspilne, the two sides expect to have a draft agreement ready by the end of next week.

A source from Zelensky’s office told the channel that the details of the document are being developed by two working groups — one focused on political and legal matters, the other on military issues. The military component, the source explained, covers arms supplies, financial assistance, intelligence sharing, as well as training programs and joint exercises.

Oleksandr Bevz, an adviser to the head of Zelensky’s office, said that discussions are currently centered on a framework version containing a set of core elements. He stressed that the actual signing of agreements and their ratification will take more time.

Bevz also noted that Ukraine envisions the system of guarantees as a network of bilateral agreements that would need to be ratified by the parliaments of the respective partner countries. He emphasized that, in Ukraine’s view, this should not be a simple duplication of Article 5 of the Washington Treaty. Instead, it should outline a clear algorithm with timelines and specific commitments — financial, military, intelligence-related, and others.

Meanwhile, Politico reported that U. S. President Donald Trump believes Kyiv will eventually have to settle the conflict largely on Moscow’s terms. The outlet also noted that Trump is reluctant to step up pressure on Russia, convinced that he holds greater leverage over Ukraine and European countries than over the Kremlin.
