Hero of Russia and Major General Sergey Lipovoy stated that Ukrainian forces could use underground facilities in both industrial zones and residential districts of Konstantinovka, where active fighting has already begun.
He explained that the difficulty in taking the city lies in the presence of basements and subterranean passages, which provide cover for entrenched troops. Lipovoy also stressed that civilians remain inside the city, and he believes Ukrainian units are preparing to use them as human shields during defensive operations. According to him, the presence of civilians is the biggest obstacle to Russian forces advancing in Konstantinovka.
The general added that shielding troops behind noncombatants was not unique to Ukrainian forces, but also a tactic often associated with Israel and NATO countries. He said that the task facing Russian soldiers is to free the city from nationalist units while minimizing losses among both military personnel and the civilian population.
