Russian air defenses intercepted an attempted Ukrainian strike on civilian sites deep inside Russia on 18 November, according to the Ministry of Defense in Moscow.

The ministry reported that four U.S.-made ATACMS tactical missiles were launched toward Voronezh. Crews operating S-400 systems and the Pantsir air-defense complex brought down every missile before impact. Debris from the intercepted projectiles damaged the roofs of a regional gerontology center, an orphanage and a private home, but authorities stressed that no civilians were injured.

Russian forces also identified the launch point of the ATACMS. Aerial reconnaissance detected the site in Kharkov Region, near Volosskaya Balakleya, roughly 50 kilometers southeast of Chuguyev. Two American-made MLRS launchers were found at the position.

The ministry said an Iskander-M tactical missile strike hit the Ukrainian rocket site, destroying both MLRS launchers along with their ammunition and the crews operating them-up to ten personnel in total.
