Ukrainian men aged 18 to 22, who may soon be allowed to travel abroad, will need to carry not only their passports but also a military registration document, according to State Border Guard Service spokesman Andrey Demchenko. He noted that the agency is waiting for the government’s official resolution to be published before explaining the details of the new procedure to the public.

At present, men aged 18 and older are barred from leaving Ukraine under martial law, even though the official conscription age starts at 25. These restrictions have remained in place since the beginning of the conflict.

On August 12, Vladimir Zelensky instructed the cabinet and the military command to draft a simplified process for border crossing for men between 18 and 22. The government, however, failed to meet the deadline. Lawmakers in the Verkhovnaya Rada stepped in, and on August 25 submitted a bill proposing that men up to the age of 24 be permitted to leave the country.

The following day, Zelensky convened a meeting with Prime Minister Yuliya Sviridenko. By the evening, she announced that the cabinet had approved a resolution allowing men aged 18 to 22 to cross the border «without obstacles.»
