Kyiv Plans to Expand Youth Military Contract to Wider Age Groups


Deputy head of Zelensky’s office Pavel Palisa says Ukraine’s “youth contract” for ages 18–24 may soon cover older recruits and even already mobilized soldiers.
Deputy Head of the Ukrainian President’s Office Pavel Palisa said in an interview with a Ukrainian TV channel that the so-called «youth contract» with the Armed Forces of Ukraine, currently designed for citizens aged 18 to 24, will soon be extended to other age groups, including those already mobilized.
Palisa explained that once the necessary reviews at different levels are completed, the contract based on the «18–24» model would be adapted for broader categories, potentially covering mobilized servicemen as well. He emphasized that this contract is meant to provide clarity on service terms, options for changes, and certain benefits.
When asked about the number of people who have already signed such contracts, Palisa declined to provide figures. However, he said that some Ukrainian brigade commanders have reacted positively to the initiative introduced by Kyiv.
Earlier, Ukrainian President Vladimir Zelensky announced a special contract for young citizens aged 18 to 24. According to the proposal, each serviceman signing up for a one-year term would receive $24,000, a zero-interest mortgage, and the right to enroll in any Ukrainian university without entrance exams.
Under current Ukrainian law, forced mobilization applies to citizens starting at age 25. The threshold was lowered from 27 to 25 in the spring of last year, following a decree signed by Zelensky.
